Competence Centres

logo ckThe Competence Centres Programme was approved by Government Resolution No. 55 from the 19th of January 2011. Draft amendment to the Competence Centre Programme was approved by Government Resolution No. 146 from the 27th of February 2013. The duration of the programme is 8 years (2012-2019).
 
The aim of the programme is to support the establishment and operation of centres for research, development and innovation in advanced fields with high application and innovative potential and a perspective for making a substantial contribution to the growth of competitiveness of the Czech Republic.

In connection with the main objective of the programme, which is to increase the competitiveness of the Czech Republic, the programme will stimulate the creation and operation of centres of research, development and innovation that will be innovative, competitive, sustainable, have a market potential and will centralize the research and application capacities of the public and private sectors.

Changes in the Competence Centres programme reflect the knowledge gained in the first public tender and the new National priories of targeted research, experimental development and innovation, approved by Government Resolution No. 552 from the 19th of July 2012

Overview of major changes in the Competence Centres programme:

• Cancellation of the third public tender. The date of the third public tender (2015, with support being provided from 2016) was removed from the programme. The first public tender was announced on the 29th of June 2011. The second public tender will be launched in 2013 with support being provided from 2014.

• Change of the two-stage tender proceedings to one stage. The second public tender will be announced as a single stage tender. The Technology Agency of the Czech Republic expects a reduction in time as well as financial and procedural demands. One of the simplifications will be that the project proposals shall be submitted in English only.

• Fulfilment of the National priorities of targeted research, experimental development and innovation (hereinafter referred to as the "National Priorities") newly incorporated as one of the principles of the programme. Centres which meet the national priorities will primarily be supported.

• The focus and objectives of the programme were changed, and as a result, the criteria for evaluation of projects and the anticipated results. Emphasis will be placed on the innovative potential of the projects and the sustainability of the strategic research agenda of the competence centres. Applicants commit to the sustainability of the strategic research agenda of the competence centre for a minimum of five years after completion of the project. The criteria for assessing project proposals now include the criterion "research and application overlap or complementarity with the proposed centre with already supported centres, taking into account the research potential of the regions."


The approved budget for the whole duration of the Competence Centres programme is 6,297 million CZK. The expected total expenditure for the second public tender is only 1.78 billion CZK. For this reason, the most comprehensive, competitive and sustainable projects in terms of meeting the national priorities will be primarily supported. The maximum level of support per project is 70% of the total eligible costs.
