FIFTH CALL FOR PROJECT PROPOSALS

ANNOUNCEMENT OF THE RESULTS OF THE EVALUATION OF COMPLIANCE WITH THE REQUIREMENTS OF THE 5TH PUBLIC CALL FOR PROPOSALS FROM THE DELTA PROGRAMME

The Technology Agency of the Czech Republic (TA ČR) announces the results of the evaluation of compliance with the requirements by the project proposals submitted for the 5th open tender in research, development and innovation under the DELTA Applied Research and Experimental Development Programme, announced on 30 May 2017.

Following the submission deadline (19 July 2017), the Project Proposal Committee (“the Committee”) evaluated the compliance by the project proposals with the requirements of the open tender.

On 10 August 2017, the Presidium of the Technology Agency of the Czech Republic approved the outcomes of the evaluation of the compliance with the requirements of the open tender and decided to accept or dismiss project proposals from the open tender.

Fourteen project proposals out of the total number of 17 project proposals submitted under the open tender have met the public tender requirements and have been

advanced to the next evaluation stage.

ANNOUNCEMENT OF THE 5TH PUBLIC TENDER OF THE DELTA PROGRAMME FOR SUPPORT OF APPLIED RESEARCH AND EXPERIMENTAL DEVELOPMENT

On 30 May 2017, the Technology Agency of the Czech Republic (TA CR) announced the fifth public tender for research and experimental development (hereinafter referred to as the Public Tender) for the DELTA Programme for the Support of Applied Research and Experimental Development (hereinafter referred to as the DELTA Programme).

This Public Tender is aimed at supporting collaboration in applied research and experimental development through joint projects of enterprises and research organizations. Enterprises and research organizations will be supported by the provider as well as foreign technology and innovation agencies. Foreign partners must be based in one of the following locations: The Republic of Korea, The Vietnam Socialist Republic, and in the Chinese locations of Zhejiang, Jiangsu or Taiwan.

This Public Tender was announced pursuant to Act 130/2002 Coll., on the support of research, experimental development and innovation from public funds and on amendments to certain related acts (hereinafter referred to as the ASR&D), the Framework for State Aid for Research, Development and Innovation (2014/C 198/01) and Commission Regulation (EU) No 651/2014 of 17 June 2014.

The subject of this Public Tender is the selection of proposals for applied research or experimental development projects supported from public funds of TA CR in order to fulfil the objectives of the DELTA programme.

Detailed information necessary for the preparation and submission of project proposals, including information on the evaluation method and criteria are contained in the tender dossier and related documents.

TACR announces the launch of the new ISTA information system (hereinafter referred to as the ISTA), which will replace the existing Patriot information system. Electronic registration to the ISTA system can be found at ista.tacr.cz.

The tender period begins on 31 May 2017 and ends on 19 July 2017 at the below-mentioned times:

  1. Project proposals can be sent via ISTA until 16:30:00
  2. Confirmations of submission of proposals to ISTA will be accepted until 23:59:59 via the TA CR databox.
  3. Documents proving eligibility (except pursuant to Article 18(2)(a) of the Act) will be accepted until 23:59:59 via the TA CR data box.

Applicants must submit project proposals through the electronic ISTA system accessible on the website of TA CR www.tacr.cz and also send a ‘Confirmation of electronic submission of the project proposal to ISTA’ via the TA CR databox from the main applicant’s databox. The ‘Subject’ data field must include the text ‘5th Public Tender - DELTA programme – PROJECT PROPOSAL’.

Applicants must also submit the required attachments proving their eligibility via the TA CR data box, the ‘Subject’ data field must include the text ‘5th Public Tender - DELTA programme – PROOF OF ELIGIBILITY OF THE APPLICANT’. Each applicant shall send proof of their eligibility separately from their own databox.

TA CR also announces that information on this Public Tender will be provided and processed through the HELPDESK available at www.tacr.cz/hesk in accordance with the TA CR directive SME-17 Helpdesk for applicants and beneficiaries of support. Telephone inquiries will not be answered.

TA CR also announces that it will not accept project proposals for the 5th public tender of the DELTA programme, whose applicants (i.e. the main tenderer and the other participant):

  1. Do not publish financial statements in the Commercial Register and thus fails to comply with the obligation pursuant to Article 66(C) and Article 72(1) of Act 304/2013 Coll., on public registers of legal and natural persons and Act 563/1991 Coll., the accounting act, if this obligation is stipulated by these regulations. TA CR considers this obligation to be fulfilled if the financial statements were PUBLISHED in the collection of documents at the latest on the last day of the competition deadline. The submission of financial statements within the competition deadline to the Registry Court is not sufficient. TA CR will check compliance with this obligation for the period for which the applicant completes the financial data in the electronic version of the project proposal.
  2. Meet the definition of an undertaking in difficulty given in Article 2(18) of Commission Regulation (EU) No 651/2014 of 17 June 2014 declaring certain categories of aid compatible with the internal market in application of Articles 107 and 108 of the Treaty.

The fulfilment of these obligations will be assessed in the framework of a review of the fulfilment of the conditions of the public tender pursuant to Article 21(2) of Act 130/2002 Coll., on support of research, experimental development and innovation from public funds and on amendments to certain related acts (the Act on the Support of Research and Development).

ELIMINATION OF CORRUPT INFLUENCES

In an effort to eliminate corrupt influences in public tenders and public contracts in research, development and innovation, TA CR asks all of the applicants to inform it without delay of any alleged corrupt activity they may become aware of. This shall apply especially to any efforts of persons involved in monitoring, assessment and evaluation of the project proposals to contact applicants submitting project proposals or other applicants, as well as the efforts of other applicants to contact expert evaluators or members of evaluation bodies.
